Location: Pampanga State Agricultural University, Magalang, Pampanga

Contract period: October 2024 until September 2025 with a possibility of renewal

BACKGROUND


The Philippine One Health University Network (PhilOHUN) is an organized network of Philippine universities that aims to develop the next generation of skillful and competent members of the One Health (OH) workforce in the Philippine setting.

As a sustainable One Health University Network, we seek to contribute to the development of the One Health Workforce through capacity building, research, and community engagement.


We have been a member of the Southeast Asia One Health University Network (SEAOHUN) since December 24, 2019.​ Together with our fellow country networks in Southeast Asia, PhilOHUN aspires for a future with minimal threat from preventable diseases through the One Health approach. We believe that joining hands with our neighboring Southeast Asian countries will allow us to move a step closer to this goal. We are currently supported by the U.S. Agency for International Development (USAID) under its One Health Workforce Next Generation project led by the University of California Davis and its consortium.

DUTIES AND RESPONSIBILITIES 


Under the overall supervision of the PhilOHUN Country Coordinator and Program Manager, the Senior Program Officer - Finance and Administration will assist PhilOHUN to ensure the effective and transparent utilization of financial resources and the day-to-day operation of projects implemented in the Philippines. S/he will undertake the following tasks: 


  1. Manage all financial transactions of PhilOHUN projects, including but not limited to, bookkeeping, preparing balance sheets, cash management, processing of invoices, and bank reconciliation. updating and drafting financial spreadsheets, reviewing, and reconciling bank statements, among others. 

  2. Assist the PhilOHUN Coordinator and Program Manager in the preparation of the annual budget. 

  3. Prepare financial reports (monthly, quarterly, semi-annual, and annual) and contribute to the development of progress reports.

  4. Participate in financial audits. 

  5. Provide administrative support to the management, including logistical preparation and coordination of activities and/or events, such as flight bookings, accommodation, procurement, monitoring of office suppliers, and other administrative tasks. 

  6. Perform other tasks as assigned and needed for successful program implementation. 


QUALIFICATIONS AND REQUIREMENTS

 

  1. Bachelor’s degree in Accountancy, Finance, or completed business-related courses from a recognized college or university. RA 9298 passer an advantage. 

  2. Minimum of five years of progressive work experience in accounting/finance-related positions, and one year in an administrative position. 

  3. Excellent relationship management, interpersonal, and teamwork skills.

  4. Experience with USAID-funded projects is highly desirable.

  5. Strong analytical and problem-solving skills. 

  6. Self-starting, ability to take initiative, and to work with minimal supervision. 

  7. Proven effective communication skills in English, both written and oral. 

  8. Skills in Microsoft Office/Google, email, and Internet navigation are required. 

  9. Willingness to undertake travels within the Philippines.
